It could be different reasons why you cannot delete files in Windows:
The most common reason why you cannot delete a file is if the file is being currently used or accessed by running program, or a folder that contains the file is opened or used. When the file is in use, Windows locks it and blocks any access attempts to the file.
The easiest solution is to exit all applications that may be currently using that file and try to delete the file again.
If it doesn't work, reboot your computer to shut down any open applications, navigate to the file and try to delete it.
There are some system files e.g. index files that are locked and cannot be deleted as they are used by Windows all the time. Using Clear All History you can easily delete index files at Windows startup
It often happens that you cannot delete files as you don't have permissions to delete the files. To resolve this issue, change the permissions on the file. You should take ownership of the files to be able to change the permissions.
